President Bidhya Devi Bhandari Sunday returned the controversial citizenship modification Bill to the House of Representatives for assessment, a uncommon act that adopted widespread resentment.
The Bill had been adopted by each Houses of Parliament earlier than it was despatched for presidential assent.
