    A Memorandum of Understanding (MoU) was signed in the presence of the Chief Minister for the production of compressed biogas from municipal solid waste.

    Chhattisgarh has taken a major initiative towards achieving its goal of a clean environment and net-zero emissions.

    An agreement was signed between Chhattisgarh Biofuel Development Authority, GAIL India Limited, Bharat Petroleum, and 6 municipal corporations of the state.

    350 metric tons of municipal solid waste and 500 metric tons of surplus biomass will be used to produce biofuel.

    Approximately 70 metric tons of compressed biogas will be produced daily from 6 plants.

    Raipur, January 17, 2025 // Chhattisgarh has taken a major initiative towards achieving its goal of a clean environment and net-zero emissions. Chief Minister Shri Vishnu Dev Sai stated this today at the Chief Minister’s residence office on the occasion of the signing of a historic tripartite MoU between the Chhattisgarh Biofuel Development Authority, GAIL India Limited, Bharat Petroleum, and 6 municipal corporations of the state for the production of compressed biogas from municipal solid waste. The Chief Minister congratulated all the organizations for this special MoU and said that this step will give Chhattisgarh a new identity in the field of sanitation, energy production, and sustainable development.

    The Chief Minister said that another important link is being added to the development of Chhattisgarh today. Under the sustainable plan in Chhattisgarh, we are rapidly progressing towards the production of compressed biogas from municipal solid waste. Prime Minister Shri Narendra Modi had launched the Swachh Bharat Mission, and through this initiative, widespread awareness about the cleanliness of one’s surroundings had been created among the citizens. He said that now better work is being done regarding cleanliness in the state. With the establishment of these plants in urban bodies, our resolve to make the cities clean and beautiful will be fulfilled. The production of biogas as biofuel will also fulfill our energy needs and the concept of waste-to-energy will also be realized. He asked all the organizations involved in the MoU to complete the work of setting up the plant in a timely manner.

    Chief Minister Shri Sai said that this MoU will create employment along with fulfilling the major objectives of environmental protection and cleanliness. This work will be completed with the cooperation of prestigious institutions of the Government of India, and we will also benefit from their expertise in this field.

    Deputy Chief Minister Shri Arun Sav said that under the leadership of Prime Minister Shri Narendra Modi, major decisions have been taken in the direction of environmental protection, cleanliness, and waste-to-wealth. A continuous campaign is being run regarding cleanliness in the state, and today it has become a very important issue for cities. Our goal is that the cities should be clean, beautiful, and well-equipped, and this work will be completed with quality with the MoU with the prestigious institutions of the Government of India.

    During the MoU, Principal Secretary to the Chief Minister Shri Subodh Singh, Secretary to the Chief Minister Shri P. Dayanand, Secretary to the Chief Minister Dr. Basavaraju S, officials from GAIL India, BPCL, Chhattisgarh Biofuel Development Authority, and 6 urban bodies were present.

    It is noteworthy that under the Sustainable Alternative Towards Affordable Transportation (SATAT) scheme in Chhattisgarh, there are immense possibilities for producing biofuels such as compressed biogas (CBG) from municipal solid waste. In this sequence, due to the continuous efforts of the Chhattisgarh Biofuel Development Authority (CBDA), a tripartite MoU was signed today with CBDA, GAIL, and BPCL for the establishment of compressed biogas plants from municipal solid waste in Ambikapur, Raigarh, Korba, Bilaspur, Rajnandgaon, and Dhamtari Municipal Corporations. Among these, an agreement was reached between Ambikapur, Raigarh, Korba Municipal Corporations and CBDA and GAIL India Limited, and between Bilaspur, Dhamtari, Rajnandgaon Municipal Corporations and CBDA and Bharat Petroleum Corporation Limited (BPCL).

    Project Highlights

    Through this MoU, approximately 350 metric tons of municipal solid waste per day and approximately 500 metric tons of surplus biomass from 6 municipal corporations will be used for biofuel production. These 6 plants will produce approximately 70 metric tons of compressed biogas per day. An investment of approximately ₹600 crore will be made entirely by GAIL and BPCL in these projects. Similarly, the state will earn approximately ₹6 annually from the production and sale from the plants.
