Netanyahu then laid out Israel’s plan, which includes the disarmament of Hamas and the establishment of a civilian administration in Gaza that excludes both Hamas and the Palestinian Authority. Netanyahu outlined the conditions: if Hamas accepts the plan, withdrawal will be the first step, followed by the release of all hostages within three days. If Hamas rejects the proposal, Israel will independently ‘finish the job.’ He also proposed an international body to fully disarm Hamas.
