    Raipur, October 1, 2025 // Chief Minister Shri Vishnu Dev Sai held a marathon meeting with departmental secretaries and heads of departments at Mahanadi Bhawan, Ministry today. He encouraged the officers to work with departmental coordination and team spirit to move forward in the direction of developed Chhattisgarh.

    In the high-level meeting, Chief Minister Shri Sai directed to expedite capital expenditure, transparency in government functioning, quick disposal of problems of the common people and timely completion of construction works with quality. He appreciated the officers who performed well and asked the officers to self-evaluate and make improvements.

    Chief Minister Shri Sai said that the e-office system has increased transparency in the functioning of the government and this is realizing the resolve of good governance. He expressed happiness that the e-office system has been implemented in almost all the departments. The remaining departments should implement it compulsorily by December 2025. The Chief Minister laid special emphasis on the improvement and maintenance of roads for smooth traffic. Along with this, strict action was directed on finding any kind of irregularity in the government purchases made through the GEM portal.

    The Chief Minister said that capital expenditure strengthens the state’s infrastructure and lays the foundation for long-term development. He directed the departments with low capital expenditure to speed up the work. Chief Minister Shri Sai said that the silver jubilee year of the state is being celebrated as “Atal Nirman Year”. In this year’s budget, 18 percent more provision has been made as compared to the previous year. He directed the officers to give administrative approval for the works provided in the budget in time, tenders for the approved works should be issued soon and work should start without delay.

    He said that all the works of capital expenditure are directly linked to the interest of the public, so it is necessary to complete them on time. Departments whose expenditure is less than that of the previous year should identify the reasons for this and make immediate improvements. The Chief Minister said that the rainy season is now coming to an end, in such a situation, all the formalities related to construction works should be completed soon by making good use of the next two months.

    *Officers should listen to the problems of the public patiently*

    Chief Minister Shri Sai said to the departmental secretaries that all of you should listen to the problems of the public patiently and solve them. He said that continuous monitoring and regular visits increase the pace of development. The in-charge secretaries should visit their respective districts every two months and conduct an in-depth review of the implementation of the schemes.

    *Biometric attendance for tightening the functioning of the ministry*

    Chief Minister Shri Sai directed to implement the biometric attendance system from December 1 with the aim of tightening the functioning of the ministry. He said that the officers should reach the office on time and also motivate their subordinates to be punctual.

    Chief Secretary Shri Vikas Sheel informed the Chief Minister that the biometric attendance system will be implemented from December 1 for senior officers from the level of Deputy Secretary in the ministry.

    On this occasion, Chief Secretary Shri Vikas Sheel, Additional Chief Secretary Shri Manoj Kumar Pingua, Additional Chief Secretary Smt. Richa Sharma, Principal Secretary to the Chief Minister Shri Subodh Kumar Singh, Secretary to the Chief Minister Shri P. Dayanand, Secretary to the Chief Minister Shri Rahul Bhagat along with all the departmental secretaries and heads of departments were present.
