Raipur, October 28, 2025/ The Office of the Registrar General, India, New Delhi, launched a revised online portal in 2023, through which birth and death certificates are being generated online in the state. Thus, it has been made mandatory to generate every birth and death certificate online in Chhattisgarh state.

It is noteworthy that the Registration of Births and Deaths Act, 1969, was amended in 2023. According to the amendment, the birth certificate will be the sole valid basis for certifying the date of birth of children born after October 2023. This means that in cases of children born before this date, other alternative documents will also be valid as proof of date of birth. However, for children born after October 2023, only the birth certificate will be the sole source of proof of date. Online issued birth certificates for every child born after April 2023 in the state have been deemed valid.

Thus, it is clear that a birth certificate is not mandatory for certifying the date of birth of children born before October 2023. Other documents are also valid for them. But for children born after October 2023, the birth certificate will be the sole basis for proving birth.

For those children whose birth certificates were issued manually in the past, there is now a provision available on the portal to generate online certificates. This will enable old certificates to be preserved in digital form.

It has come to notice that in some districts, Aadhaar cards are being issued based only on birth certificates that have a QR Code. Upon bringing this matter to notice, the state government has requested the Assistant Manager, UIDAI Hyderabad, to issue appropriate guidelines to all Aadhaar centers in the state.

It is also noteworthy that in the initial phase after the launch of the revised portal in 2023, there were some technical difficulties, which have been resolved by the Office of the Registrar General, India, New Delhi. Also, all registrars (birth-death) in the state have been provided with necessary training regarding the new portal. Regular training programs are also being organized at the district level as needed, ensuring the smooth operation of the online certificate issuance process.

All birth certificates in the state since April 2023 are being generated exclusively through the online portal, and the portal is currently operating technically smoothly.
