    From Policy to Intent – Chhattisgarh’s Reform Model Becomes a National Example
    Chhattisgarh Becomes ‘Top Achiever’ in DPIIT’s BRAP Ranking, State Becomes Center of Trust for Investors
    Raipur November 11, 2025/Chhattisgarh has once again established its identity across the country as a new symbol of reform and development. At the ‘Udyog Sangam’ organized by the Department for Promotion of Industry and Internal Trade (DPIIT), Government of India, the state was declared a ‘Top Achiever’ in all four major categories of the Business Reform Action Plan (BRAP). This honor is proof that Chhattisgarh has now joined the ranks of leading states not only in policy making but also in policy implementation.
    This achievement is a testament to the transformation journey that Chhattisgarh has undertaken in recent years. This state, once at the bottom of the BRAP rankings, now stands shoulder to shoulder with industrial giants like Gujarat, Maharashtra, and Tamil Nadu. This change is not just an improvement in numbers, but a result of fundamental changes in governance thinking and approach.
    Under the leadership of Chief Minister Shri Vishnu Deo Sai, Chhattisgarh has established an administrative framework based on good governance, transparency, and trust. This framework has not only won the confidence of investors but has also made the lives of ordinary citizens easier and more empowered. The state government has not limited reforms to documents but has brought them into public life, creating a new development model.
    The state has implemented 434 reforms under BRAP so far—reflecting its continuous efforts to strengthen ‘Ease of Living’ along with ‘Ease of Doing Business’. The objective of these reforms is not just to establish industries but to create an environment where industry, society, and administration progress together.
    A historic step among these reforms was the ‘Jan Vishwas Adhiniyam’ (Public Trust Act), under which Chhattisgarh became the second state in the country to decriminalize minor business offenses. This act has built a bridge of trust between the government and the industry. Now, governance is emerging as a collaborator for businessmen. This change has proved to be more encouraging for the entrepreneurial culture in the state.
    Similarly, in another historic initiative, Chhattisgarh has introduced automatic mutation of land records. This move makes the state the first in the country where ownership transfer happens automatically at the time of land registration. This has not only simplified processes but also freed people from the hassle of visiting government offices. This reform is an excellent example of transparency, efficiency, and time-saving.
    The state government has also implemented several revolutionary reforms for industrial activities. Shops and establishments are now permitted to operate 24×7, increasing employment opportunities and ensuring business flexibility. Additionally, FAR has been increased for flatted industries, setbacks reduced to increase land utility, and the validity of factory licenses extended from 10 to 15 years with an auto-renewal facility. These steps prepare the state for modern industrial competition.
    Together, these reforms have made Chhattisgarh a reliable, stable, and transparent industrial hub. Investors now see certainty, not just possibilities. Simplification of processes and policy clarity have turned ‘Ease of Doing Business’ into a reality.
    For these remarkable reforms, Chhattisgarh’s Minister of Commerce and Industries Shri Lakhanlal Dewangan and Investment Commissioner Ms. Ritu Sen (IAS) were honored by the Union Minister of Commerce and Industries Shri Piyush Goyal. This honor is not just for individuals, but for the team spirit and institutional efforts that have brought the state to this juncture.
    This moment of pride is inspirational for the entire Chhattisgarh. It sends a clear message that with the right intent, accurate policy, and strong leadership, any state can achieve a leading position on the country’s industrial map.
    Over the past 10 months, Chhattisgarh has received investment proposals worth more than ₹7.5 lakh crore. This figure is not a result of propaganda, but proof of investor confidence and policy transparency. Chhattisgarh is now becoming not just a center of investment, but a ‘Center of Development’.
    These investments will create new employment opportunities for thousands of youth, increase industrial activities in rural and tribal areas, and inject new energy into the state’s economy. This ‘chain of development’ is having a uniform impact from villages to cities.
    Chhattisgarh’s model is not limited to industries; it is a holistic development vision where the benefits of reforms reach every citizen. The government’s priority is not just investment, but improvement in quality of life.
    This combination of ‘Ease of Doing Business’ and ‘Ease of Living’ sets Chhattisgarh apart from other states. Here, reforms, trust, and development are complementing each other. This is the true essence of Chhattisgarh’s transformation.
    The state government’s reformist approach is deeply aligned with Prime Minister Shri Narendra Modi’s vision of ‘Viksit Bharat’ (Developed India). Through its performance in this regard, Chhattisgarh has proven its potential to become a pioneer of ‘Viksit Bharat’.
    Expressing happiness over this achievement, Chief Minister Shri Vishnu Deo Sai said, “Chhattisgarh becoming a ‘Top Achiever’ is a matter of pride for the entire state. In line with Prime Minister Shri Narendra Modi’s resolve for ‘Viksit Bharat’, Chhattisgarh has made significant progress in the fields of industry, good governance, and transparency. This achievement is the result of the government’s commitment, the administration’s hard work, and the trust of investors. Chhattisgarh has now moved beyond ‘Ease of Doing Business’ to become a symbol of ‘Ease of Living’ – where reform, trust, and development are progressing together.”
