From exorbitant diagnostic fees and paid registration slips to chronic medicine shortages and vanishing doctors, Bindal outlined a sector in freefall. Compounding the misery, three Primary Health Centers and a Community Health Center stand shuttered, isolating communities.
Bindal slammed the moribund Himcare initiative and sidelined Ayushman cards as emblematic of broader betrayal. ‘Sirmaur and Nahan are bearing the brunt of this injustice,’ he asserted. Referencing the Governor’s report, he highlighted funding favoritism: Chamba, Hamirpur, Tanda colleges, Chamiyana Super Speciality, and IGMC have feasted on aid, snubbing Nahan entirely.
Leveraging his Health Minister past, Bindal spotlighted Nahan Medical College’s protracted stall—over three years without advancement. PM Modi’s Centre disbursed complete funds, but transparency is absent. His pointed queries included the dormant 11-story edifice and 500-bed hospital, the lingering 50-bed Mother-Child unit, and the missing nursing college allocation.
He rebuked Congress for scapegoating the Centre with crude barbs, drawing BJP’s sharp retort. Despite 27,000 crore revenue grants and additional inflows in 3.5 years, closures proliferate, growth halts, and people agonize. ‘Account for the money!’ Bindal demanded.
BJP’s protest memorandum and budget prelude walkout amplified their stance. Bindal credited 40 months of Centre’s transformative support across domains, attributing Himachal’s slide to state-level financial foul play and operational breakdowns.
