Companies shut down their IT branches, lay off American employees, and assign IT jobs to foreign employees to take advantage of lower labor costs. The order also states that a higher number of low-wage employees in the H-1B program weakens the program’s credibility and harms the wages and employment opportunities of American workers, especially at the entry level, in industries where such low-wage H-1B employees are concentrated.
