Odisha’s legislative assembly witnessed a landmark moment on Friday as Chief Minister Mohan Charan Majhi, the Finance Minister, tabled the 2026-27 budget of ₹3.10 lakh crore. Prioritizing agriculture, health, and infrastructure, this comprehensive plan aims to fortify the state’s economic backbone while embracing technological innovation.
Majhi articulated the budget’s goals: rapid world-class infra buildout, youth skilling, AI-driven productivity gains, industrial diversification, and holistic growth empowering women and the underprivileged statewide.
Built on six pillars—People First, Rural Empowerment, Universal Prosperity, Heritage Pride, Tech Leadership, and People-Focused Governance—the budget boosts program outlay to ₹1,80,000 crore (58% total). Capital spending hits ₹72,100 crore, topping charts at 6.5% GSDP and 23.3% budget among big states.
Fiscal health remains strong with 3% GSDP revenue surplus and 3.5% DSDP deficit, in line with FRBM. Agriculture allocation jumps to ₹42,492 crore (+12.3%), headlined by ₹6,088 crore Samriddha Krishak Yojana for ₹3,100/quintal paddy procurement amid cost pressures.
Support measures include a ₹100 crore revolving fund and ₹5,000 crore for immediate farmer payouts to enhance procurement reliability. Irrigation and water management secure ₹17,855 crore for legacy and new initiatives tackling floods and efficiency.
Sector-wise: Healthcare ₹23,182 crore, Education ₹42,565 crore, Women & Child ₹18,957 crore, Social Security ₹25,208 crore, Urban Development ₹10,738 crore, Rural Livelihood Mission ₹5,575 crore. Majhi unveiled 16 schemes like Puri’s ₹1,000 crore Jagannath Interpretation Centre, World Tourism Centre, ₹20,000 Kanya Sumangal savings for EWS girls, ₹100 crore Smart City Mission, and ₹23 crore AI Mission.
