New Policy Lets Select Small Businesses Operate Without Permit for Three Years

Assam’s cabinet unveiled a new regulatory relief on Wednesday, declaring that small and environmentally benign industries can commence operations for up to three years without any prior permit.

Chief Minister Sarma stressed that the aim is to shift focus from chasing approvals to creating value for consumers and generating employment. The decision aligns with the state’s broader strategy to foster a business‑friendly climate and draw greater investment.

Industry analysts expect the measure to accelerate the growth of MSMEs, especially those with low ecological footprints. By cutting both time and cost barriers, the policy should stimulate innovation, strengthen local entrepreneurship and expand Assam’s industrial base.

The government plans to release a comprehensive rulebook that will list eligible activities and describe the compliance framework that will apply after the three‑year exemption period ends.
