    Chief Minister Shri Vishnu Dev Sai presided over the cabinet meeting held at the Chief Minister’s residence in Civil Line today, where several important decisions were taken.
    1. The Cabinet has approved the procedure for disposing of/returning criminal cases registered against surrendering Naxalites.
    The Cabinet approved the formation of a subcommittee to review and examine cases registered against surrendering Naxalites that need to be withdrawn from courts. This committee will present the cases to the Cabinet after examination. This decision is in line with the provisions of the Chhattisgarh Naxalist Surrender/Victim Relief Rehabilitation Policy-2025 issued by the Chhattisgarh Government, which provides for consideration of disposal of cases registered against surrendering Naxalites, taking into account their good conduct and contribution to eliminating Naxalism.
    A provision has been made to form a district-level committee for the return process of cases against surrendering Naxalites. This committee will submit a report to the Police Headquarters for return of criminal cases of the surrendering Naxalite. The Police Headquarters will send a proposal with its opinion. After obtaining the opinion of the legal department by the government, the matters will be presented before the Cabinet subcommittee. The cases recommended by the subcommittee will then be placed before the Cabinet for final approval. For cases related to central acts or the central government, the necessary permission will be obtained from the Government of India. Other cases will be sent to the District Judicial Magistrate through the public prosecutor in the court for the return process.
    2. The Cabinet approved the draft of the Chhattisgarh Public Trust (Amendment of Provisions) (Second) Bill, 2025 for amending 14 acts with the aim of making the state’s various laws timely and citizen-friendly.
    It is noteworthy that provisions for fines or imprisonment for violations in many acts prolong the judicial process, affecting both ordinary citizens and businesses unnecessarily. Simplification of these provisions is essential to promote ease of doing business and ease of living. Earlier, the state government had notified the Chhattisgarh Public Trust (Amendment of Provisions) Act, 2025, which amended 163 provisions of 8 acts. This bill will simplify and make more effective 116 provisions of 14 acts across 11 departments.
    This bill provides for administrative penalties for minor violations, enabling quick disposal of cases, reducing the burden on courts, and providing prompt relief to citizens. Also, the long-standing unchanged penalty amounts in many acts had impeded effective action; this amendment will remove that gap. These amendments will promote good governance.
    It is notable that Chhattisgarh is the first state in the country to bring a second version of the Public Trust Bill.
    3. In the Cabinet meeting, the first supplementary estimate for the year 2025-2026 was submitted to the Assembly for the Chhattisgarh Budget Bill, 2025, which was approved.
