BJP workers have termed this allegation as malicious and have demanded strict action against the Tehsildar.

Memorandum submitted to Kotwali police station in-charge –

Tehsildar Neelmani Dubey gave this statement

It is noteworthy that Balodabazar Tehsildar Neelmani Dubey had also expressed the apprehension that the Revenue Minister might take money for the transfer of Tehsildars.

Chairman Neelmani Dubey had said that the ministers who bowed before the bungalow have been posted at their desired places. No criteria of any kind has been made in this transfer posting. Some have been transferred within a year, while some after 3 years. The minister will take the trouble to tell that there is a rule to transfer any officer only after 3 years, but in this, no criteria of one year, two years has been followed. There is gross irregularity in this posting.

Neelmani Dubey further said that a person whose retirement is after 6 months has also been transferred. A 55-year-old person who is admitted in ICU has also been transferred. There is neither health criteria nor age criteria, there is no criteria in this posting. He said, this is my sixth transfer in the last 2 years. What is happening to my family, what is happening to me. You are transferring me 6 times in 2 years.

The president of the Sangh had said that the office bearers of the Sangh have been deliberately targeted. I am the president, I have been transferred to Mohla Manpur because I am the president of the Sangh and I come to Raipur to put forward the views of the people. I have been deliberately sent to Mohla Manpur so that I cannot put forward any kind of views in Raipur. He said, Rakesh Dewangan is an active member of the Sangh, he has been transferred from Raipur to Sukma. Sangh office bearer Gurudutt Panch Bhaye has been in Durg for a year, he has been transferred to Balrampur. Sangh spokesperson Pekhand Tokre has been sent to Sukma. This is a conspiratorial policy.

After this statement of Neelmani Dubey, the Sangh issued a press release in the name of Lalluram.com and denied his statement and called it a personal statement of Neelmani Dubey. The Sangh said that the Junior Administrative Service Association has nothing to do with this statement. It also warned that no member should make such a statement in future.

    Dubey stands by his statement

At the same time, after the statement issued by the Sangh, when we spoke to the state president Neelmani Dubey, he told us that he still stands by his statement. He will also go to the High Court with his colleagues regarding this matter.

  • The High Court refused to grant exemption in sentence to the accused of raping a minor, the petition was rejected, know the whole case

Virendra Gahwai, Bilaspur. While hearing the case of rape of a minor in Jashpur district 5 years ago, Bilaspur High Court has rejected the appeal of the accused. The court has said that in the case of rape, the decision to file a report is taken after a lot of thought. In such a situation, the accused cannot be given any relaxation in his punishment on the basis of delay in filing the case.

According to the information, the 14-year-old victim living in Jashpur district was alone at home on the night of 24 December 2018, her parents had gone to church, at night the 40-year-old accused living in the village came and forcefully took her to Paravat and raped her. The accused threatened to kill her by poisoning her if she told anyone about the incident. After this, the accused had sex with her several times. In April 2019, when the victim’s mother inquired about her pale face, the victim told her mother about her ordeal. Here, when the girl’s menstruation stopped, the accused told her that he gave her a pill to abort the pregnancy. When the mother came to know about it, she filed a report in the police station on 28 April 2019. After this, the police arrested the accused.

The accused was sentenced to 20 years in prison

It is noteworthy that the court has sentenced the accused to 20 years of imprisonment under the POCSO Act as the victim was a minor. Against which she had appealed in the High Court. In which the main basis for the delay in filing the FIR was the demand to cancel the sentence. The court said in its order after the hearing that there was a slight delay in filing the FIR in the case. However, it is clear from the evidence in the case that the appellant repeatedly sexually assaulted the minor. The court further said that when a woman is raped, many aspects are discussed and considered before filing a report. The court considered the victim’s statement sufficient and rejected the accused’s appeal and kept the lower court’s order intact.
