Floor leaders of the INDIA Bloc will convene today at 10 AM in the office of the Leader of Opposition-Rajya Sabha, Mallikarjun Kharge, located in Parliament House. This important meeting is planned before a significant parliamentary session on Wednesday, August 20, where the central government is set to table various bills.

Union Home Minister Amit Shah is scheduled to introduce three bills in the Lok Sabha today, including a bill proposing amendments to the Constitution, a bill to amend the Union Territories Act of 1963, and the Jammu and Kashmir Reorganisation (Amendment) Bill 2025.

The three legislative proposals, alongside the Promotion and Regulation of Online Gaming Bill, 2025, are part of the revised agenda for the Lok Sabha session on Wednesday.

The Union Home Minister is prepared to introduce the Constitution (One Hundred and Thirtieth Amendment) Bill, 2025, which seeks further amendments to the Constitution of India, as well as the Government of Union Territories (Amendment) Bill, 2025, in addition to the bill amending the Jammu and Kashmir Reorganisation Act, 2019.

It is anticipated that the three bills will be referred to a Joint Committee comprising members from both Houses of Parliament. The Jammu and Kashmir Reorganisation (Amendment) Bill 2025 specifically aims to amend section 54 of the Jammu and Kashmir Reorganisation Act, 2019, by creating a legal framework for removing the Chief Minister or a Minister if arrested or detained for serious criminal charges.

The statement of objectives and rationale for the bill highlights that elected officials represent the aspirations and hopes of the people of India. It notes that a Minister accused of serious criminal offenses and incarcerated may undermine constitutional morality and the principles of good governance, consequently eroding the trust placed in them by the public. Another bill, the Promotion and Regulation of Online Gaming Bill, 2025, is also slated for introduction in the Lok Sabha today. The goal of this bill is to promote and regulate the online gaming sector, including e-sports, educational games, and social gaming, and to establish an Authority to provide coordinated policy support, strategic development, and regulatory oversight.

Electronics and Information Technology Minister Ashwini Vaishnaw is expected to introduce the Promotion and Regulation of Online Gaming Bill, 2025. This bill seeks to ban the offering, operation, facilitation, advertisement, promotion, and participation in online money games via any computer resource, mobile device, or the internet, particularly where such activities cross state boundaries or are based in foreign jurisdictions. The bill seeks to safeguard individuals, especially young people and vulnerable populations, from the adverse social, economic, psychological, and privacy-related effects of such games. It also aims to ensure the responsible use of digital technologies, maintain public order, and protect public health.
