New system implemented by Education Department to protect children from stray dogs in schools.

Raipur, November 24, 2025 / In compliance with the clear guidelines issued by the Honorable Supreme Court in Suo Moto Writ Petition (Civil) No. 05/2025 and based on the letter number E-166671 & 153108/LAW-42/1802/2025/1724 dated 13.11.2025 from the Department of Animal Husbandry Development, Government of Chhattisgarh, Ministry, Nava Raipur, the Education Department has issued an order to ensure the safety of children in all schools in the state.

As per the instructions issued by the Education Department, the Principal or Head of Institution of every school in the state has now been designated as the Nodal Officer. It will be the responsibility of the Nodal Officer to immediately inform the concerned Gram Panchayat, Janpad Panchayat, or Municipal Corporation’s Dog Catcher Nodal Officer if stray dogs are seen on the school premises or nearby. Additionally, they must ensure necessary preventive measures to stop dogs from entering the school premises. If an incident occurs where a child is bitten by a stray dog, the school administration will be responsible for immediately taking the child to the nearest health center to ensure timely availability of necessary first aid.

The Education Department has clarified that the objective of these instructions is to ensure a safe, fear-free, and conducive environment for children in all schools in the state. In accordance with the Supreme Court’s orders and under the guidance of the Department of Animal Husbandry Development, this campaign is being implemented across the state with speed and sensitivity.

The Education Department expects all district officials, BEOs, BRCs, CRCs, and School Management Committees to ensure strict adherence to these guidelines and give the highest priority to the safety of children.
