    Governor Santosh Kumar Gangwar gave his seal of approval on Tuesday to Jharkhand’s ambitious Coaching Center (Control and Regulation) Bill, 2025, now officially law after assembly passage in August. This step forward promises relief to lakhs of students facing exploitative coaching environments.

    Key triggers for the law include surging student suicides, fire hazards in overcrowded centers, lack of basic safety, sky-high fees, and uncontrolled proliferation. It covers all setups with 50 or more students preparing for exams or curricula at various levels.

    Implementation hinges on new bodies: district committees led by DCs for registrations and a state regulatory authority for oversight. Operators must submit comprehensive plans on infrastructure, courses, pricing, testing, refunds, and mobility policies. Branch-wise separate filings are required, even for franchises.

    Within six months, all institutes must seek registration, with 60-day turnaround times. Penalties are stiff—up to Rs 10 lakh fines for breaches, and blacklisting for grave mismanagement. Local grievance cells empower complainants. Jharkhand’s proactive stance could reshape the coaching landscape, fostering transparency and safety for future generations.
