Bihar is accelerating its digital transformation with a shiny new ISO 9001:2015 certification for its e-governance arm and BIPARD. Granted on January 21, 2026, for three years, it signals top-tier quality management and transparency in public dealings, as revealed by Additional Chief Secretary Dr. B. Rajender in Patna.
Central to this is the 2011 Bihar Right to Public Services Act, enabling 153 services across 14 departments. Citizens access everything from caste certificates and housing proofs to ration cards, worker aids, licenses, scholarships, and pensions seamlessly. The tally? Over 511.3 million applications fulfilled.
Reaching the last mile: 64+ services now at village panchayats since July 2025 via local centers, eliminating travel hassles.
Grievance mechanisms are robust too. The 2015 Act ensures swift fixes for 514 services in 45 departments—1.857 million cases closed since 2016.
For servants of the state, an online portal since 2019 has tackled 14,569 issues on careers and perks.
Innovation continues with the Chief Minister Fellowship Scheme (notified September 2025), placing 121 experts in vital roles through IIM Bodh Gaya partnership.
Employment drive: 984,141 jobs from 2020-2026, plus 150,561 vacancies notified for current year.
Behind the scenes, HR digitization covers 272,000 records, 12.3 million scanned pages, and payroll for 800,000 across 48 depts. This ISO win propels Bihar towards a future-proof, service-oriented governance era.
