Unique in its inclusion of elderly welfare frameworks based on equality and dignity, the policy responds to Kerala’s rapidly aging society—currently 16.5% seniors, forecasted to 23% in 2036.
The blueprint was forged by the Women and Child Development Department’s Gender Council, involving nine deliberations, a dedicated seminar, inputs from 72 specialists on eight critical topics, and feedback sessions with 300 women from three distinct areas.
Core goals encompass dismantling caste, religious, and gender-based discrimination while securing women’s equitable roles in administration, legislative forums, and policy panels.
The policy advances fairness in workplaces, academic institutions, and health systems; offers targeted support for elderly females; and reinforces violence prevention infrastructure. It introduces stringent measures against cyberbullying and online vitriol.
Safe havens in entertainment and journalism will arise from enacting Hema Committee proposals. A high-level State Gender Monitoring Committee under the Chief Minister, paired with departmental Gender Resource Persons, ensures accountability and progress.
