The third day of the monsoon session was highly contentious. The Leader of the Opposition, Dr. Charan Das Mahant, brought up the Pradhan Mantri Awas Yojana. The response by Deputy Chief Minister Vijay Sharma to Dr. Charan Das Mahant’s questions caused uproar among Congress MLAs. Dr. Charan Das Mahant raised a question regarding the progress of the PM Awas Yojana (Rural), asking if a house is considered complete after payment, or if it is considered complete without the construction of a toilet. Deputy Chief Minister Vijay Sharma responded by clarifying that the third installment is paid after reaching the lintel level, and the payment is completed within 90 days, and the work is deemed complete at the final stage. It was also stated that under the present government, led by Vishnu Deo Sai, all dues have been cleared.
