Delhi’s ambitious Barapullah Phase-3 flyover project is under the ACB microscope after an FIR was filed against unnamed public servants and a contractor for corruption linked to prolonged delays and budget explosions. This elevated corridor, vital for decongesting key routes, has become a symbol of mismanagement.
The Lt Governor greenlit the probe in October 2025 based on Chief Minister Rekha Gupta’s concerns about colossal financial drain. Echoing the EFC’s July 8, 2025, warnings, the panel criticized the acceptance of arbitration awards by non-authorized staff and demanded rigorous examination.
Conceived in 2011, the 3.5 km four-lane structure connecting Sarai Kale Khan received Rs 1,260.63 crore approval in 2014. L&T’s April 2015 contract aimed for October 2017 completion, thwarted by land acquisition snags, delayed tree-cutting permissions, and official oversights.
Expenditure now stands at Rs 1,238.68 crore, with costs revised to Rs 1,330 crore and a hoped-for finish by June 2026. ACB’s document review from PWD is underway, with L&T committing to assist.
Under Prevention of Corruption Act provisions, the FIR marks a pivotal step. As investigations unfold, Delhi residents await accountability, hoping this exposes rot in public works and paves the way for timely, cost-effective infrastructure.
