SMC Guidelines Issued: Revolutionizing India’s School Management

Union Education Minister Dharmendra Pradhan has set a new course for India’s schools with the release of School Management Committee (SMC) guidelines in the capital. Unveiled on Wednesday, these rules seek to deepen community engagement and sharpen school accountability.

SMCs are empowered to craft development strategies, track teaching quality, handle finances, and perform community audits—core functions to elevate school performance.

They’ll synchronize welfare programs, convene frequently, and embrace transparency. Mandatory formation in all pre-higher secondary schools signals a nationwide push, supplanting prior committees.

Composition reflects inclusivity: 75% parents, balanced with educators, civic reps, specialists, alumni, disadvantaged voices, and anganwadi helpers. Principals lead as member-secretaries; sizes adjust per enrollment brackets from 12 to 25 members.

Rigorous norms guide picks—one-third from local bodies, one-third faculty. Responsibilities for secretaries include prompt setup, electoral AGMs with 50% parent presence, skill-building, and fiscal clarity.

The ministry envisions a brighter future: heightened participation fueling smarter local choices and superior education delivery. This people-centric model could redefine governance, making schools true community hubs.
