The Russian-backed governor of the Luhansk region in eastern Ukraine has asserted that the territory is now fully under Russian control, declaring it ‘100 percent liberated.’ This announcement signifies the first instance where Russia claims complete control over one of the four regions it annexed. Leonid Pasechnik made the announcement after receiving a report confirming full liberation. Luhansk was annexed in 2022.
