Instructions to Form Committees in Districts

Raipur, April 10, 2025/ The Chhattisgarh government, taking a significant step for Naxalism-affected areas in the state, has formally implemented the Naxalite Surrender/Victim Relief Rehabilitation Policy-2025. As per the notification issued by the Home Department on March 28, 2025, instructions have been issued to form special committees in all districts under the chairmanship of the District Collector for the effective implementation of this policy. This policy is designed with the objective of rehabilitation and relief for victims of Naxal violence, such as individuals and families affected by death, serious injury, or permanent disability, as well as for surrendered Naxalites.

Rehabilitation Committee to be Formed at the District Level

According to the notification, the committee to be formed in each district will have the Collector as the chairman, while the Superintendent of Police will be responsible as the secretary. In addition, the Divisional Forest Officer, the CEO of the District Panchayat, two other officers nominated by the Collector, and representatives of the armed forces will also be included in the committee.

    Nodal Officers to be Appointed

One nodal officer each will be appointed at the district and sub-divisional levels, whose mobile number and e-mail address will be sent to the state government. These officers will monitor all rehabilitation work. The Home Department has directed that all victim cases from the formation of the state until now should be identified, and surrendered Naxalites should be selected for relief and rehabilitation measures on a priority basis.

Under this policy, a special portal is being developed in which information about each victim and surrendered person will be recorded, and they will be given a unique ID. The concerned officers will regularly observe the dashboard of this portal to ensure the implementation of relief and rehabilitation work. The Home Department has directed the Collectors to follow the guidelines set forth under this policy and effectively complete the relief and rehabilitation work within the prescribed time limit.
