  • EXPLAINER: How Congress will depend Electoral College votes

    [ad_1]

Image Source : AP How Congress will depend Electoral College votes
The congressional joint session to depend electoral votes is mostly a routine, ceremonious affair. But President Donald Trump’s repeated, baseless efforts to problem Democrat Joe Biden’s victory will carry extra consideration than ordinary to subsequent Wednesday’s joint session of the Senate and the House.
The congressional depend is the ultimate step in reaffirming Biden’s win, after the Electoral College formally elected him on December 14. The assembly is required by the Constitution and consists of a number of distinct steps.
Republicans who’re echoing Trump’s baseless claims of fraud have stated they may formally object to the outcomes, forcing votes within the Republican-run Senate and the Democratic-controlled House that can virtually definitely fail. A bunch of House Republicans had been on the lookout for a senator to signal on as a result of there should be help from not less than one member of every chamber to pressure the votes. That help got here Wednesday from Missouri Sen. Josh Hawley, a potential contender within the 2024 GOP presidential major.
Hawley’s problem comes regardless of a plea from Senate Majority Leader Mitch McConnell that Republican senators not be a part of the futile House effort. McConnell instructed his caucus on a non-public name earlier this month that it could be a “terrible vote” for Senate Republicans to must take.
A have a look at the joint session:
WHAT HAPPENS WHEN CONGRESS MEETS IN JANUARY?
Under federal regulation, Congress should meet on January 6 to open sealed certificates from every state that include a report of their electoral votes. The votes are introduced into the chamber in mahogany bins.
Bipartisan representatives of each chambers learn the outcomes out loud and do an official depend. The president of the Senate, Vice President Mike Pence, presides over the session and declares the winner.
    WHAT DOES THE CONSTITUTION REQUIRE?
The Constitution requires Congress to satisfy and depend the electoral votes. If there’s a tie, then the House decides the presidency, with every congressional delegation having one vote. That hasn’t occurred because the 1800s, and Biden’s electoral win over Trump was decisive, 306-232.
    HOW DOES THE SESSION UNFOLD?
The two chambers meet noon to depend the votes. If the vp can’t preside, there may be precedent for the Senate pro-tempore, or the longest-serving senator within the majority celebration, to guide the session. That’s presently Sen. Chuck Grassley, R-Iowa.
The presiding officer opens and presents the certificates of the electoral votes in alphabetical order of the states. The appointed “tellers” from every chamber, members of each events, then learn every certificates out loud. The tellers report and depend the votes, The presiding officer pronounces who has gained the bulk votes for each president and vp.
    WHAT IF THERE’S AN OBJECTION?

After a teller reads the certificates from a state, any member can arise and object to that state’s vote on any grounds. But the presiding officer won’t hear the objection until it’s in writing and signed by each a member of the House and a member of the Senate.
If there may be such a joint request, then the joint session suspends and the House and Senate go into separate periods to think about it. For the objection to be sustained, each chambers should conform to it by a easy majority vote. If they don’t each agree, the unique electoral votes are counted.
The final time such an objection was thought of was 2005, when Rep. Stephanie Tubbs Jones of Ohio and Sen. Barbara Boxer of California, each Democrats, objected to Ohio’s electoral votes by claiming there have been voting irregularities. Both chambers debated the objection and rejected it. It was solely the second time such a vote had occurred.
    MIGHT A CHALLENGE SUCCEED?
It’s extraordinarily unlikely, provided that the House is managed by Democrats and that a number of Senate Republicans, together with McConnell, have acknowledged Biden’s victory. McConnell requested his fellow Republican senators on the personal name on December 15 to not take part any House objection.
Several different high-ranking Republicans agreed. The Senate’s No. 2 Republican, South Dakota Sen. John Thune, stated earlier this month that if the Senate had been compelled to vote on a problem “it would go down like a shot dog.” Thune stated it didn’t make sense to place senators by way of a vote when “you know what the ultimate outcome is gonna be.”
Sen. John Cornyn, R-Texas, stated any such effort by congressional Republicans could be “futile” and a mistake.
There was no widespread fraud within the election, as has been confirmed by a spread of election officers and by William Barr, who stepped down as lawyer normal final week.
    WHAT IS PENCE’S ROLE?
The function of the vp as presiding officer is usually an ungainly one, as will probably be for Pence, who can be charged with saying Biden’s victory — and his personal defeat — as soon as the electoral votes are counted. It can be particularly tense for the previous Indiana congressman as a result of his boss, Trump, has refused to concede.
But he gained’t be the primary vp put in an uncomfortable state of affairs. In 2001, Vice President Al Gore presided over the counting of the 2000 presidential election he narrowly misplaced to Republican George W. Bush. Gore needed to gavel a number of Democrats’ objections out of order. In 2016, Biden presided over the depend that declared Trump the winner. Biden additionally shot down objections from House Democrats that didn’t have any Senate help.
ONCE CONGRESS COUNTS THE VOTES, WHAT’S NEXT?
The joint session is the final official probability for objections, past court docket instances which have to date confirmed ineffective for Trump and his group.
“I think there comes a time when you have to realize that, despite your best efforts you’ve been unsuccessful,” Cornyn stated earlier this month.

When the country became independent. Then the first Prime Minister of the country, Pandit Shri Jawaharlal Nehru, gave a speech at the midnight of 14 August 1947, which is known as Trist with Destiny. In this historical speech, he had mentioned eradicating poverty, ignorance and inequality of opportunity, removing disease. The history of modern and new India cannot be considered complete without the decisive role of former Prime Minister Pandit Jawaharlal Nehru and Mrs. Indira Gandhi. Because both these leaders had laid the foundation of India’s development, which is being eaten by the present generations. As a result of the policies made by the first Prime Minister Pt. Nehru to put India on its feet, which was severely bankrupted by the British, today India has stood in the chain of industrialized countries of the world. The fact that troubled Nehru the most since before independence was the poverty and plight of farmers all around in this country. He saw a lot of change in the journey of independence from independence to becoming the first Prime Minister of India. It was for this reason that Pt. Nehru prepared the roadmap for the development of this country and made plans keeping the most backward and poor man in the center. He gave the message in his historical speech that ‘the future is calling us. Where should we go and what should we do, so that we can bring freedom and opportunities for the common man, farmers and workers, we can make poverty, we can create a prosperous and democratic country. Can we create social, economic, political institutions that can ensure the fullness and justice of life for man and woman? We have to work very hard, no one can sit in peace till we fulfill our promise.
In the year 1971, the first woman Prime Minister of the country, Mrs. Indira Gandhi, also gave the historic slogan of poverty removal. In the year 1975, an effort was made to improve the standard of living of the village and alleviate poverty by presenting a 20 point program for poverty alleviation. His program was also impressive. The poverty rate was 57 percent in 1971, it was 52 in 1977 and 44 in 1983, 38.9 percent in 1987. After becoming Prime Minister Shri Rajiv Gandhi also took steps towards the eradication of the poor, and included the eradication of the poor in the Five Year Plan. Everyone from Pandit Nehru to Shri Rajiv Gandhi not only talked about the removal of poverty, but also implemented a plan to improve the economic condition of the farmers, the poor and the workers and put it on the ground.

Filled with natural resources and its distinct culture, our Chhattisgarh has always been happier than many other states. If we look at the heritage, then people of this place have also been full of hard work and self-respect. But how did this state called the rice bowl become bankrupt over time and the people here became poor? Could not such policies have been formulated that would inspire the adoption of the rich tradition, culture and lead to economic prosperity in Chhattisgarh? Why did the slogan of ‘poor people of rich land’ keep echoing? There may be a lack of concrete strategy. But exactly one year before today, when the Chief Minister Mr. Bhupesh Baghel hoisted the tricolor on Independence Day on 15 August 2019, he said in his message to the common people that we have adopted a policy of moving forward with heritage. Calling for freedom from poverty, he took the initiative to give new life to the economy and environment of villages through Narva, Garwa, Ghurwa, Bari. At that time, this new government had not completed even a year, despite its government taking many decisive decisions, filled new hope, enthusiasm and enthusiasm in every section of the state.
The Chief Minister started promising from day one as soon as the government was formed for freedom from slavery of poverty. 2500 to farmers By purchasing paddy at the rate of per quintal, we have started the process of payment with immediate effect, 8 thousand 755 crore of 17 lakh 82 thousand farmers have been pending for years. Agricultural loan of Rs. 244 crore Waived irrigation tax of In Lohandiguda, 4200 acres of land of more than 1700 tribal farmers were returned. Tendupatta collection remuneration Rs 2500 Rs 4000 per standard bag. Per standard bag. With the reduction of electricity bill, 19.78 lakh poor families were benefited with the facility of free electricity up to 30 units. On October 2, on the 150th birth anniversary of Mahatma Gandhi, the Chief Minister Suchitan Yojana, Chief Minister Haat Bazar Clinic Scheme, Chief Minister Urban Slum Health Scheme, Chhattisgarh Sarvabhavam PDS were launched in the state. While providing simple and easy health facilities to those who could not get treatment for the disease due to poverty, while taking nutritious food to women, adolescent girls, food was provided to all the poor families in need through PDS. Chief Minister Treatment of up to 5 lakh rupees was given to 56 lakh families of the state by implementing Khoobchand Baghel Health Scheme, and treatment facility up to 50 thousand rupees to 9 lakh families. 20 lakhs under the Chief Minister’s Special Health Assistance. Till also became the first state to facilitate treatment.

The new government has not yet completed two years, but within just one year of calling for freedom from poverty, the biggest decision has played an important role in providing relief to the farmers, poor and common citizens. The blueprint of Narva, Garwa, Ghurwa, Bari, which was woven by the Chief Minister of the state, now appears to be realizing on the ground. 2600 have been completed with 5300 Gothans approved in the state. The organic manure and its usefulness in these Gothanas has also increased the importance of cow and cow dung. The introduction of a different kind of scheme Godhan Nyaya Yojana in the country is also a result of these utilities and importance. Massive training is being organized with the help of self-help groups to buy cow dung from farmers and to make vermicompost from cow dung. Vermi Compost through Primary Agricultural Credit Cooperative Society and Lamps Rs. A new chapter is being started by selling to the farmers at the rate of per kg. The Godhan Nyaya Yojana has won praise across the country. Under this scheme, payment of Rs 1 crore 64 lakh has also been made to 46 thousand 964 beneficiaries selling cow dung after just 15 days. Certainly these efforts will help balance the environment with the rural economy.
Former Prime Minister late Shri Rajiv Gandhi was always a supporter of the farmers. Along with taking steps towards making farmers self-reliant, they should also keep emphasis on increasing crop production in collaboration with modern technology. Perhaps he believed that if the farmers become self-reliant and strong, then freedom in the true sense will prove worthwhile. Chief Minister Mr. Bhupesh Baghel is also a farmer. Along with realizing the agony of farmers, they also understand their needs well. After paying a price of Rs 2500 per quintal to paddy farmers in the first year, even when there was a big hurdle in the second year, they fulfilled their promise and Corona became the true sympathizer of the distressed farmers in the crisis and started the Rajiv Gandhi Kisan Nyay Yojana Added funds to their account. Through the ‘Rajiv Gandhi Kisan Nyay Yojana’, more than 21 lakh farmers of paddy, maize and sugarcane have received Rs. 5700 crore through DBT in their bank accounts. The amount has to be paid in 4 installments. The first installment of which was Rs 1500 crore. It has been put on the account of farmers on 21 May. On the occasion of Rajiv Gandhi’s birthday on August 20, the second installment amount will also be deposited in the farmers’ account. The Chief Minister has also announced ‘Landless Agricultural Laborers Justice Scheme’ for the rural families who do not have their own land for farming so that such families get a fixed income.
The state chief minister became the messiah of the poor even during the lockdown during the Corona transition. In this crisis, he made arrangements for food grains for migrant working families, including ration card holders. Instructed to give free food to the needy. Anganwadi provided the dry grain from house to house to the school children. Chhattisgarh has also topped the MGNREGA wages and timely wage payment, remuneration for small forest produce collection. In the meantime, putting money in the account of the families trapped in the lockdown, along with the safe return of migrant laborers and students studying outside, gave everyone an opportunity to cope with the adverse circumstances.
Revoked forest rights leases are being reviewed by the government to grant forest rights pattas to scheduled tribes and other traditional forest dwellers. As of June 2020, over 8 lakh 45 individual and community forest rights applications have been received in the state, out of which over 4 lakh 51 thousand forest rights papers have been approved and distributed. For the collectors collecting Tendupatta, Shri Shaheed Mahendra Karma Tendupatta Collector Social Security Scheme has assured security to about 12.50 lakh collectors of the state. He has also announced the launch of Indira Mitan Yojana on the occasion of World Tribal Day. Through this, forest based economic activities will be conducted in ten thousand villages of tribal area by forming a group of youth. Along with making plans for the welfare of poor sections in the state, its effective implementation is also being done. Today we are celebrating the 73rd anniversary of independence. Pandit Nehru also wanted to liberate slave India and after Independence wanted the poor man’s participation in all areas in independent India to regain his lost self-respect and pride. The head of the state also knows this very well. Therefore, irrespective of any economic challenges amid the Corona transition, with their pro-people schemes, the people of Chhattisgarh, including the poor, farmers and workers, are making their mark in the heart and fight like a brave warrior to overcome the slavery of poverty. are fighting.
