    In the released video, the victim is saying that ‘something wrong has happened to me. I need your help. A boy named Najam who lives in Amroha cheated me. He stayed with me for two years, did wrong to me by promising love. When I asked him to marry me, he refused. After that I told my family and when my family told him, he agreed to marry me. In the meantime, we got engaged.’ My father is not so rich, yet whatever he gave, his family did not like it.

    The victim further said that the boy’s family members taunted her. They abused her. They said many things. The girl’s family members got embarrassed at this and said that if they are saying this now, what will they say next. The victim said that because of this her father became silent.

    A relative also cast an evil eye

    The victim said that in the meantime, one of her relatives cast an evil eye on her. The relative said that he will arrange a loan for whatever Najam needs. This will provide enough money to fulfill all the demands of Najam. On the pretext of a loan, the relative took the victim’s Aadhaar card, house and land documents. After that, he told the victim that he wants to marry her. The victim said that the relative has four children.

    Prime Minister Narendra Modi on Sunday gave several suggestions to the chief ministers and deputy chief ministers of BJPruled states on further improving the governance in their respective states, emphasizing on messaging of the welfare schemes for their better delivery.PM Modi, in the two day meeting of the BJP Chief Ministers’ Council that concluded on Sunday, also suggested that the centrallysponsored schemes are very carefully designed and tampering with them during implementation in states should be avoided, sources said.The meeting was attended by the BJP chief. JP Nadda and senior party leaders Rajnath Singh and Amit Shah.

    CMs and deputy CMs gave presentations on various development schemes going on in their states. Uttar Pradesh CM Yogi Adityanath gave a presentation on UP government’s Rural Secretariats scheme while Assam CM Himanta Biswa Sarma gave a presentation on his state’s recruitment drive for filling vacancies in the state government.

    Similarly, Gujarat CM Bhupendra Patel gave a presentation on accelerating the solar power generation and Bihar deputy CMs shared their state government practices in checking illegal mining. In his remarks, Modi emphasized on the need to ensure saturation coverage of welfare schemes going on in the BJP. ruled states, saying they should be seen as an example of good governance, senior party leader Vinay Sahasrabuddhe told reporters after the meeting.Sahasrabuddhe heads the party’s good governance cell and was coordinating these meetings.

    Modi also talked about making efforts to take the country’s economy to $5 trillion, by laying more emphasis on public participation in development programs and other efforts.

    The Prime Minister also talked about expanding the reach of various welfare schemes of the government using social media, the BJP said in a press statement.

    The “Mukhyamantri Parishad” organized by the BJP at regular intervals is aimed at reviewing key schemes in states, following the best governance practices and the delivery of central government welfare initiatives.

    The leaders at times also take stock of the political situation.

    The meeting comes in the wake of the presentation of the Union budget, with the opposition targeting the government for allegedly ignoring other states at the expense of Bihar and Andhra Pradesh.

    It is also the first meeting following the Lok Sabha polls in which the BJP’s performance was underwhelming as the party lost its majority in the Lower House of Parliament.

    Party leaders, though, added that governance issues were at the center of the discussions at the meeting. The last such meeting was held in February.

    As Lok Sabha Speaker Om Birla expunged portions of Rahul Gandhi’s speech, questions were raised over the efficacy of this move in times of live telecast and digital media.

    Rule 380 of the Rules of Procedure and Conduct of Business in Lok Sabha vests the Speaker with power to order expunction of words – which in his opinion are “defamatory, or indecent or unparliamentary or undignified” – from the proceedings of the House.

    Birla ordering expunction of Gandhi’s remarks, including on Hinduism, means that parts of the speech will not be included in official record. It also means that expunged parts will be erased from video recordings of Lok Sabha TV. This is done to make it consistent with the official printed version. So while Gandhi may have scored immediate political brownie points with his speech in Lok Sabha, the expunction will mean that official records will not reflect the deleted portions.

    In times when elections are also fought on social media, does the official record matter? It does, say experts. Expunction means criminal proceedings can be initiated if these are carried and the House can order them to be taken down. Any TV channel or digital media platform can be ordered to take down the expunged parts.

    Ravindra Garimella, former joint secretary (legislation) Lok Sabha Secretariat, told ET: “Once it is expunged from the record, no TV channel or media outlet can carry it. If any newspaper or media carries the expunged part, it is held as breach of privilege of the House and contempt proceedings can be initiated.” A member can move a breach of privilege motion and proceedings can be initiated against any individual for this breach. The expulsion of Mohua Moitra is a case in point on how far reaching ‘contempt of House’ proceedings can be. Garimella says a breach of privilege can mean an individual can even be sent to jail without the involvement of the court.The most famous case of breach of privilege is of 1964 when Keshav Singh circulated a pamphlet against a UP MLA. The assembly Speaker issued a breach of privilege notice against Singh and later arrested him for a week. When Allahabad High Court ordered Singh’s release, the UP assembly initiated breach of privilege proceedings against the two judges. The Supreme Court intervened and ruled that legislative privileges are not absolute. Garimella points out that they are still farreaching if the presiding officer wants.
