    President Vladimir Putin’s approach to global affairs is heavily influenced by a tight-knit cadre of security veterans known as the “Siloviki.” These “security men,” typically possessing extensive experience in agencies like the KGB, are the select individuals permitted close access to Putin and entrusted with making pivotal decisions concerning Russia’s national security and defense.

    This “Siloviki” group stands apart from technocrats who may hold government positions but lack authority over security issues. Instead, the Siloviki are instrumental in shaping the national agenda, particularly concerning Putin’s safety and the country’s military posture. Critics contend that these powerful figures are largely responsible for Russia’s assertive foreign policy, especially concerning Ukraine and its relations with the West, asserting that their perspectives significantly mold key Kremlin decisions.

    Prominent figures within this elite circle include Nikolai Patrushev, the formidable head of the Security Council, a veteran intelligence officer with a history of anti-Western sentiment. Sergei Naryshkin, the chief of Foreign Intelligence, is another key player with long-standing ties to Putin, known for his loyalty and promotion of Russian history. Alexander Bortnikov, director of the FSB, manages the vast domestic security apparatus and shares a KGB past with Putin. Sergey Shoigu, the Defense Minister, occupies a unique position as both a technocrat and a Silovik, maintaining a close personal relationship with Putin and advocating for national interests.

    General Valery Gerasimov, Chief of the General Staff, is recognized as the strategic architect of the Ukraine invasion, exemplifying Putin’s reliance on experienced military leadership. Beyond these official roles, informal advisors such as Yury Kovalchuk, who benefits from deep personal and family connections to Putin, and Anton Vaino, the efficient Chief of Staff managing the presidential administration, also hold significant sway, contributing to the intricate network of power surrounding the Russian president.
