He wants foreign companies to provide expert personnel to teach Americans how to manufacture complex products, particularly in high-tech sectors like semiconductors and shipbuilding. According to Trump, this would help the US to regain its manufacturing edge. Highlighting shipbuilding as an example of declining US capabilities, Trump argued that allowing foreign experts to share their knowledge would lead to long-term independence and excellence. He emphasized that the US welcomes foreign investment and is open to learning from international expertise, which comes amidst the United States’ efforts to boost domestic manufacturing and deal with global economic challenges. Trump also mentioned that certain companies are choosing to build their products in the US to avoid tariffs.
