President Mohammed Shahabuddin has officially enacted the July National Charter (Constitution Reform) Implementation Order, 2025, ushering in substantial changes to Bangladesh’s constitutional framework. A key provision removed is the mechanism allowing constitutional reforms to be automatically adopted if the Constitutional Reform Council falters. The newly structured parliament will now encompass a dual responsibility, serving as both the legislative assembly and the Constitutional Reform Council. This council is allocated 180 days from its initial sitting to complete and implement constitutional amendments, following the approval of a national referendum. The order also formalizes the transition to a bicameral parliamentary system, with a newly formed Upper House to be constituted based on proportional representation. This electoral approach for the Upper House will ensure that party representation is directly proportional to the votes they secured in national elections, fostering a more democratic and responsive legislative environment.
