Two years ago, in September 2023, Hong Kong faced a similar deluge, with 158.1 mm of rain recorded in one hour. Nearly 600 mm of rain fell within 24 hours. That event also submerged Hong Kong, attributed to the failure of the drainage system. Authorities acknowledged the city’s drainage system was not prepared to handle such intense rainfall. Roads were flooded then, and metro stations and shopping centers were forced to close due to waterlogging.
